Applicants are only allowed to make a withdrawal once for the buy/build category, but can apply repeatedly to reduce their loan. Depending on the type of withdrawal and the ownership status of the property or land, KWSP will request supporting documents, including the carian rasmi.

 

When Is a Carian Rasmi Needed?

If you're applying to withdraw from your KWSP savings for any of the following purposes, you may be required to submit a carian rasmi:

  1. Buying a New House (Developer Project)
    • In new developments where the title has yet to be transferred to your name, carian rasmi is used to verify that the developer still legally owns the land or unit and that the property is properly registered.
  2. Buying a Sub-sale Property (From Individual Owner)
    • When buying from an individual, it’s important that KWSP can confirm the seller is the rightful owner. A carian rasmi from the Pejabat Tanah (Land Office) certifies this and reveals any issues such as caveats or existing charges.
  3. Building on Your Land
    • This is a situation where the carian rasmi is compulsory. Even if you hold a copy of the title or grant, KWSP requires an updated official search to verify that the land is still under your name (or a joint applicant’s) and is not restricted by any legal issues. It also confirms that the land category and use is appropriate for residential construction.

 

What If It’s Not My First House?

Contrary to popular belief, KWSP withdrawals are not limited to first-time homebuyers. You can still apply if:

  • You’ve never withdrawn before under the "buy/build" category, even if it’s your second or third property
  • You’re applying to reduce your housing loan balance, which is allowed multiple times

In any case, if the land or property is not yet registered in your name, or if you’re applying under the build category, KWSP will still require a carian rasmi as part of the process.

 

Why Is Carian Rasmi So Important?

A carian rasmi is more than just a supporting document; it’s an official snapshot of the latest status of a property or land. Issued by the Land Office, it shows:

  • Current registered owner(s)
  • Title and lot details
